The study aimed to identify the effect of applying detection and prevention tools for career fraud in combating and preventing fraud and reducing its risks through an applied study on Palestinian Ministry of Health in Gaza Strip, Palestine. To achieve the objectives of the study, the researchers used the questionnaire as a main tool to collect data, and the descriptive and analytical approach to conducting the study. The study population consisted of (501) supervisory employees working at MOH in Gaza Strip, (...) Palestine. The researchers used the stratified random sample method and the multiple regression method to measure the effect. The study concluded a set of results, the most important of which is a positive evaluation among respondents about the levels of application of tools to detect and prevent job fraud within MOH, and the presence of a high interest in tools to prevent job fraud during the implementation of its various work. The study recommended the necessity for the Palestinian National Authority to develop and approve laws regulating health sector, so that those laws guarantee the prevention of conflicts of interest, especially for the category of doctors, by preventing job duplication of doctors working in the government sector. Also study recommended the need for MOH to adopt principles of health sector governance and begin immediately to implement them. This process to ensure transparency, disclosure and accountability in the business framework in a manner that realizes the effective protection of stakeholders and does not compromise or discriminate in the application of these principles, which ensures that all forms of job fraud are organized in an organized manner and within fixed legal frameworks. Organizations are increasingly finding it challenging to balance economic and environmental performance particularly those that face competitive, regulatory and community pressure. With the increasing pressures for environmental sustainability, this calls for the new formulation of strategies by the manufacturers in order to minimize their products and services negative impact on the environment. Hence, Green Human Resource Management (GHRM) continues to be an important research agenda among the researchers. In Palestine, green issues are new and still developing. Constant study is needed (...) to fully understand and update information regarding this area. Objective: The aim of this paper is to explore the views and level of acceptance of GHRM practices among manufacturing firms in Palestine. Results: Through the use of e-mail survey, 121 responses were obtained to generate the results of the study. The result showed GHRM practices have been practiced to somewhat to a greater extent a firms in Palestine. Findings can be extended to study on the issues in further. Academicians and practitioners can apply this result to their research and business strategies on how to improve sustainable performance and to effectively implement GHRM practices. (shrink)

This paper discussed the life background of Nasr Hamid Abu Zayd and the hermeneutical method used to the interpretation of the Qur’an. Nasr Hamid Abu Zayd was among productive Muslim scientists. He wrote over twenty-nine works from 1964 to 1999. His works included books and articles. Nasr’sthought was a product of his educational background and religious thought. An interesting discussion of Nasr’s thought was the conceptual discourse. In the historical trajectory of the Arabic world, the text had a crucial position, (...) especially when we saw the development of Islamic literature from pre-Islamic to the Islamic era. The oral tradition was deeply rooted. The text was ultimately believed to have a major influence in the formation of civilization through a hermeneutical approach, developed by modernists such as Nasr Hamid Abu Zayd, which became an attempt to develop an approaching understanding the Qur’an which had been widely opposed among Muslims. Because there was a very basic difference between hermeneutics on the other hand, and tafsir-takwil on the other hand, so it is considered inappropriate to be used to study the Qur’an. Therefore, this paper will discuss the concept of the hermeneutical method of the Qur’an by Nasr Hamid Abu Zayd as a repertoire of Islamic studies. (shrink)

The phenomenon of recitation took its place in Islamic sciences in early period, and it has maintained its vitality in the agenda until today. The primary factor that ensures this is the fact that the different aspects contained in the recitations can be suitable as a source. Because the discipline in question can maintain its vitality by constituting a source for sciences such as tafsir, hadith and fiqh. This vividness of the phenomenon of the recitation in the classical period is (...) also seen in today's academic studies. In addition, the fact that a great number of researches have been carried out about recitation both in our country and abroad constitutes an evidence from a different perspective. In this sense, it is known that many scholars contributed to the science of recitation by producing qualified autonomous studies related to the discipline. One of the figures who contributed to the science of recitation is Abû ‘Alı̄ al-Fāārisı̄ı̄, whose work was in demand in classical madrasah tradition. Considering the geography and the time period in which the author lived, it is seen that the recitations have spread to wide areas of their present places. Fāārisı̄ has presented a study, based on the idea of expansion. In addition, a number of works belonging to the author are mentioned since he is a philologist. Therefore, the author comes to the fore with his works by being shown as a reference for many studies compiled after him. On the other hand, although the author has not remained his study exclusive to the science of recitation, he elaborated different aspects of recitations by intensively processing them. In particular, the requirement to comply with the Arabic language, at least in one aspect, which is one of the three basic criteria that the recitation must have in order to be considered valid, led the author to focus intensively on the language factor in recitations. That the author synthesized the phenomenon of language with the recitations attracts attention. Therefore, some determinations were made based on the recitations on the author’s study based on the importance of referring to the recitations of the Quran at building determinations when making a linguistic analysis. The aim of this study is to reveal the method and the quality of the recitation that Fāārisı̄ discussed in the study titled al-Ḥujja fı̄ ʿileli'l-qirā ʾati's-sebʿa, written by Abû ‘Alı̄ al- Fāārisı̄ (d. 377/987) who lived in the 4th century Hijri. One of the old law/fiqh texts is Farāiz which is thought to be written by Zaid ibn Thābit (d. 45/665). In many classic texts it has been refered to this book and it is mentioned that Zaid ibn Thābit's expertising on the ilm al farāiz. But our findings show that many of researchers who study on the history of codificaditon of Islamic law have not seen this book. In this study, because of the importance of the book, we (...) publish Zaid's Farāiz and the comments written in very early period by Abu'z-Zinad (d. 130/748) on it. Thus, Risāla al Farāiz, one of the oldest fiqh texts written in the period of the Sahāba and expounded in the period of the Tābiūn, will be present to the interest of researchers. (shrink)

One of the issues covered by Muʿtazila’s idea of justice is the subject of the imposition of moral obligation (taklīf). The concept of the obligation (taklīf), which expresses that God imposes some difficult acts on His servants and asks them to fulfill them, is important because it explains God’s justice for His servants and His wisdom in creating them. For this reason, the main emphasis in the matter of imposition has been on the veneration of the servants and rendering benefits (...) to them in return for imposition. As a matter of fact, God offers His servants such a reward that it is not possible to achieve with anything other than obligation. This article presents examples of hypothetical obligations emphasizing the same issue. Al-taklīf al-zāid is an additional imposition period meaning that God does not end the life that he determines for the morally obliged (mukallaf), but prolongs the life of the servant in such a way that changes the result of his imposition. In Muʿtazilite thought, the issue of the additional imposition basically takes place in the form of two separate discussions about unbeliever and believer. While the additional imposition of the unbeliever deals with the situation of the unbeliever who is known to believe when his imposition (or life) is prolonged; the additional imposition of believer deals with the situation of the believer who is known to disbelieve when his imposition (or life) is prolonged. Abū ʿAli thinks that it is obligatory (wajib) for God to keep this unbeliever alive when it is known that he would come to believe if He did not kill him and his imposition had been prolonged. His argument in this regard is his thought that the additional imposition is a favour (lutf) for the unbeliever to believe. Abū Hāshim, on the other hand, says that it is not obligatory for God to prolong the imposition of unbeliever in such a situation, and that it would be good (hasan) to kill the unbeliever, even though it is known that he would have believed if his imposition had been prolonged. Because, according to Abū Hāshim, God already gave the unbeliever the opportunity to attain rewards in his first imposition. The unbeliever reached this end because he made a wrong choice in his imposition and it cannot be obligatory for God to re-present the circumstances that will change this outcome. According to him, the additional imposition of an unbeliever is not a favour (lutf), but it is like the enabling to act (tamkīn) and is not obligatory. As for the additional imposition of a believer, Abū ʿAli, Abū Hāshim and the Bahshamites agree that it is good to prolong the imposition of the believer who is known to be an unbeliever if his imposition was prolonged. The reason for their view is that God has endowed the servant with a reward, which would otherwise be unattainable, in return for the prolonged imposition. However, the Husaynites believe that prolonging the imposition of believer in this situation would not be good. Because the believer deserves a reward for his first imposition and in this case, his additional imposition will be a corruption (mafsada) for him. As a result of these different views, when we look generally, it is seen that the main concern in Muʿtazilite thought is to make the most appropriate decision for the benefit of the servant in all the impositions that God has imposed and is likely to impose. The Bahshamites have always prioritized offering more rewards to the servant. However, Abū ʿAli regarding the additional imposition of the unbeliever, and the Husaynites regarding the additional imposition of believer, prioritized the imposition’s resulting in belief, and they thought that it was more suitable for the benefit of the servant. Since the purpose of the imposition in Muʿtazilite thought is to provide the opportunity to attain the degrees that it could never been reached in any other way, regardless of the outcome, it should be said that the views of the Bahshamites on both additional obligations are more consistent within the general system of Muʿtazila. Ancient Arabic literature dealt with linguistic sciences such as sarf, nahiw, belagha and Islamic sciences such as fıqh, hadith and tafsîr. This is known to the elite and the common people. But what is hidden and forgotten is that Arabic literature also includes the foundations and rules of modern sciences such as sociology and economics. Among the ancient Arabic literature is the writing of Maqamat, which holds an important position among the masterpieces of Arabic literature. For this reason, it is (...) important to study the writing of Maqamat from the perspective of the various disciplines of Islamic sciences and modern sciences. This study deals with fıqh and economic issues within the framework of Al-Hariri’s famous book, Maqamat. The aim of the study is to reveal the fıqh and economic aspects of Makamat writing through Hariri's Makamat as an exemplary study. The approach followed by the study is to select three maqama from Al-Hariri’s book, which contained fifty complete maqama, and to search for what is in them of fıqh and economics. Accordingly, the study includes three main headings, and in these three headings, fıqh, farâid (inheritance law) and economic issues are discussed, respectively. Although the science of farâid (inheritance law) is a branch of fıqh, it is singled out for mention independently because it has its own rulings. The study examined the jurisprudential aspect of the Maqamat in the thirty-second maqama called “the Tayyibi Maqamat,” the aspect related to the science of farâid in the fifteenth maqama called “the Faradiya Maqamat,” and the economic aspect in the forty-ninth maqama called “the Sassanid Maqamat.” The method followed by Hariri in her book is to present the issues in the form of stories through two fictional characters, Haris bin Hammam and Abu Zayd, whom she chose as mirrors reflecting the two opposing identities of the society. Abu Zaid appears in different forms and in various clothes. He sometimes appears as a beggar who deceives and a thief who betrays, and at other times as a preacher who advises and a scholar who guides. Rather, he is an imaginary character that Hariri put in place. Wherever he went, he met Al-Harith bin Hammam and the strange and adventurous incident begins, or he appears as a person from whom Al-Harith narrated the incident and the story. Harith is the person who always warns his against bad things, orders his to do good, and sometimes condemns his if he does evil. The results obtained in the study are, first of all, the determination that the Makâmât writing deals with the subjects of the science of fiqh as in the thirty-second makama and the subjects of the science of farâid (inheritance law) as in the fifteenth makama and the subjects of economics as in the forty-ninth makama. It is seen that some of the principles put forward by Adam Smith years later were also present in the Maqamat literature centuries ago. The fact that fiqh views are according to the Shafi'i sect shows that the Shafi'i sect was widespread in the region at that time. Additionally, as can be understood from the forty-ninth makama, there is also a profession of begging in the society where Hariri lives. The study also reveals the society's interest in, submission to, and acceptance of moral principles at that time, and shows that the Arabic language reached its peak during this period. (shrink)

Standard language, which follows rules of dictionary and grammar, undergoes various changes when it is the subject of literature, especially poetry. These changes, called linguistic deviation, are due to the poet’s expression of his feelings and thoughts by forcing the possibilities of language. In this direction, language deviations can be defined as the dispositions where the author goes out of the standard language, as in the examples of changes in the pronunciation (ṣavt), form (ṣarf) or spelling (kitābet) of the words, (...) the derivation of new words that are not used in the language (irticāl) and the deterioration of the syntax (naḥv). According to many literary critics such as Ibn Hishām al-Ansārī (d. 761/1360) and ʿAbd al-Qādir al-Baghdādī (d. 1093/1682), this language used by Arab poets who were not influenced by foreign languages, namely the Cāhilī, Muḥaḍram and Islāmī poets (ḳudemâ), was acceptable and it is considered as ḍarūrātuş-şiʿriyye (poetry necessities). In this context, deviations that do not comply with the standard language are tried to be explained with dialect differences, different variants of the couplet or various interpretations. However, some scholars such as Ibn Fāris (d. 395/1004) and Abū al-Ḥasan al-Jurjānī (d. 392/1001-1002) argue that these usages are laḥn (linguistic mistakes). According to these names, it is not correct to explain the poets’ use, which are contrary to the standard language rules, with excessive interpretations (takalluf). Assuming that linguistic deviations are laḥn, they cannot represent a superiority in terms of literary value, but when considered as a necessity, they represent a superiority within the framework of certain criteria. But any specific criteria have been determined before about which linguistic deviations represent the superiority. Therefore, in our study, the theories put forward about the accuracy of linguistic deviations that exceed the standard language rules will be examined and the necessary criteria for them to represent a superiority will be determined. In this direction, the difference in meaning and form that this deviation adds to the expression becomes important. If the language deviation, which is contrary to the standard sentence structure, does not comply with the language rules in any aspect and does not add any superiority to the poem in terms of meaning and form, it does not seem possible for such uses to represent a more fluent and persuasive language (al-Balāgha). However, the language deviation reveals a new meaning or form that is not found in the standard expression, and if this usage complies with the standard language rules, it represents a more eloquently language. The degree of violation of the purity and perfection of language (faṣāḥa) of a statement is related to the violation of qiyās (analogy?) and grammatical incongruity mentioned in the rhetoric books. The contravention of common language rules of these uses, which are not considered faṣīḥ, varies. As a matter of fact, some of these were seen as minor mistakes that could be ignored, while others were considered as major mistakes. For this purpose, a conceptual framework about linguistic deviations is drawn at the introduction of the article, and the literary theories on the subject are examined in the first chapter. In the second part, it is argued that linguistic deviations represent a superiority depending on certain criteria by giving examples from the poems of the period of Jāhilīyah. (shrink)

Túnez c. 996-1048), se analiza el contenido de su Uryuza fi a?kam al-nuyum comparándola con su célebre al-Kitab al- Bari� fi a?kam al-nuyum concluyéndose que se trata de dos obras independientes y que la Uryuza no es un resumen del Bari�. El trabajo continúa con datos biobibliográficos del historiador, matemático y astrólogo Ibn Qunfu? al-Qusan?ini (1339-1407), autor de un comentario a (...) la Uryuza de Ibn Abi l-Riyal dedicado a Abu Bakr b. Abi Muyahid Gazi Ibn al-Kas, visir de los sultanes meriníes Abu Faris (1366-1372) y Abu Zayyan (1372-1374). La obra parece haber sido redactada durante el breve reinado de este último y antes de la deportación del dedicatario a Mallorca en 1375. This article engages weaving as a model of feminist decolonial climate justice methodology in Oceania. In particular, it looks to three weaver-activists who use their practices to reclaim the matrixial power of the ocean (as maternal womb and network of relation) in the face of ongoing US occupation in the Pacific: Marshallese poet and climate activist Kathy Jetn̄il-Kijiner; Hawai‘i-based settler-ally weaver and installation artist Mary Babcock; and Kānaka Maoli sculptor Kaili Chun, also based in Hawai‘i. Each artist begins from a (...) particular positionality in the ongoing open weave of the ocean and uses specific cultural ontologies of weaving and netting to address knots and gaps in climate change imaginaries. These weavers help to articulate important nuances in recent calls for working in solidarity networks at the cultural interface of climate justice activism. Their processes directly address the need for greater emotional and relational capacity across cultural and national divides, across Indigenous and non-Indigenous feminist critiques of colonial-capitalist systems and through inter-connected waters. Drawing on the emerging research on Islamic work ethic (IWE) and informed by the social cognitive theory (SCT), this study seeks to examine how IWE influences employees’ behaviors through employees’ moral identity internalization, with religiosity moderating the IWE-moral identity Internalization nexus. To examine this moderated mediation model, we collected time-lagged data (_N_ = 427) from employees working in two public organisations in a Muslim majority country in the Middle East, e.g., Jordan. We used a partial least squares structural equation modelling (...) to examine our hypotheses. Our findings suggest that IWE encourages employees’ moral identity internalization, which subsequently prompts refraining from unethical pro-organisational behaviors (UPOB) and unethical pro-family behaviors (UPFB). The findings also show that employee religiosity plays an important role in the relationship between IWE and employees’ moral identity suggesting that IWE is more prone to influence employee disengagement in UPOB and UPFB through moral identity internalization when employee religiosity is higher. This is an analytical examination of Ibn Khaldun's epistemology, centred on Chapter Six of the Muqaddima. In this chapter, entitled The Book of Knowledge (Kitab al'Ilm), Ibn Khaldun sketched his general ideas about knowledge and science and its relationship with human social organisation and the establishment of a civilisation.

One of the criticisms directed at the accounting profession is that auditing and accounting standards are subjective in nature and do not represent the society's widespread interests and values. This paper examines whether a general consensus exists regarding the significance of incorporating society's values into auditing standards. The examination revealed the lack of such general agreement and further indicated that the perceptual differences are subjective in nature and not influenced by the participant's qualifications, income, experience, gender or marital status.

The field of reproductive medicine witnessed a breakthrough in September 2014 with the first successful live birth post uterine transplantation. This success represents the culmination of decades' worth of research on infertility and reproductive medicine. This subject of infertility gathers special attention in the Middle East, as childbearing is given paramount importance in the family unit. And as with any new medical advancement, Middle Eastern people look to their religious authorities for guidance. This paper describes the various ethical quandaries related (...) to uterine transplantation, from a perspective of the religious and societal factors that are unique to the Middle East, and embeds them within the conversation of its alternative solutions. In natural language understanding, a crucial goal is correctly interpreting open-textured phrases. In practice, disagreements over the meanings of open-textured phrases are often resolved through the generation and evaluation of interpretive arguments, arguments designed to support or attack a specific interpretation of an expression within a document. In this paper, we discuss some of our work towards the goal of automatically generating and evaluating interpretive arguments. We have curated a set of rules from the code of ethics of various professional (...) organizations and a set of associated scenarios that are ambiguous with respect to some open-textured phrase within the rule. We collected and evaluated arguments from both human annotators and state-of-the-art generative language models in order to determine the relative quality and persuasiveness of both sets of arguments. Finally, we performed a Turing test-inspired study in order to assess whether human annotators can tell the difference between human arguments and machine-generated arguments. The results show that machine-generated arguments, when prompted a certain way, can be consistently rated as more convincing than human-generated arguments, and to the untrained eye, the machine-generated arguments can convincingly sound human-like. Due to the current shifting regional paradigms in the Middle East brought on by the series of popular uprisings known as the Arab Spring, this article focuses on the issue of minority rights within modern Islamic theorizing. Evaluating the writings of Islamic intellectuals such as Tariq Ramadan, Abdullah Ahmed An-Na’im and Rashid Al-Ghannushi, the article finds that there are indeed constructs available within modern Islamic theorizing that can help resolve current minority problems within Arab societies, albeit with the addition of (...) human rights discourse on citizenship and multiculturalism. Noting that minority–majority relations are a global problem, as seen through case studies of the United States and Europe, human rights discourse, cultural relativism and religion are explored, concluding that Islamic theorizing is a blend of the three. Turning to usul al fiqh, it is concluded that traditional Islamic approaches to minority rights fail to incorporate anything but religious minorities and those religious minorities are second-class citizens under shariah interpretation. The rise of the Ottoman millet system eventually helped shape the collective identity for minority groups, but it still placed sole emphasis on religious minorities and treated all minorities as unequal subjects under the sultanate. Building on the constructs of modern Islamic theorizing and expanding to include the concepts of multiculturalism and territorial citizenship, this article asserts that for minority–majority struggle to be solved, modernist Islamic theorists must transcend the traditional Islamic minority paradigm and instead promulgate citizenship as a basis for equality in society, applying new ijtihad for a fresh, integrative interpretation of minorities within Islam and the civil state. The article explores the tradition of dialogue in Islam and Islamic history and its importance in facilitating an inter-faith and cross-cultural dialogue with the West across the binary that has been increasingly strengthened since 2001. The rise in religious extremism and hegemony is an indicator of not only a crisis in religious authority, but also an absence of dialogue, the very dialogue that had shaped and conceptualized Islam and its tradition and is an inherent part of it. I examine the (...) way The Amman Message and A Common Word between Us and You bring back the role of dialogue and consensus in reconstructing Islam and how this has contributed to the dialogue at the international level. I also examine the role enlightenment thinking has played in promoting religious dialogue at both the internal and external levels, with the text, with traditional scholars, and with non-Muslim scholars and the non-Muslim public.
